This committee is responsible for verifying each delegate’s eligibility to participate in congresses and general meetings. It confirms the mandates given to delegates by their unions, as well as the union’s right to representation.

What is a Letter of Credentials?

A letter of credentials is the official document that designates a union’s delegates to meetings of the Conseil central du Montréal métropolitain–CSN.

Why Fill Out a Letter of Credentials?

Filling out a letter of credentials gives your union a voice at CCMM–CSN general meetings. While anyone may attend general meetings, only official delegates have the right to vote and stand for election.

How Many Delegates Is My Union Entitled To?

Your delegation size is based on the average number of dues-paying members over the past twelve months. Your union is entitled to the same number of official delegates as substitute delegates.

Excerpt from Article 17 of the Statutes and Regulations

Every union is entitled to at least one delegate, regardless of its membership size. Delegates must be dues-paying members in good standing with the Conseil central, the CSN, and their federation. Additionally, they must have an employment relationship with the employer covered by the union certification. This rule also applies to provincial unions whose head office is located within the territory of the Conseil central.

1 to 399 members 2 delegates

400 to 599 members 3 delegates

600 to 799 members 4 delegates

800 to 999 members 5 delegates

1000 to 1199 members 6 delegates

1200 to 1399 members 7 delegates

1400 to 1599 members 8 delegates

1600 to 1799 members 9 delegates

1800 to 1999 members 10 delegates

And so on, adding one delegate for every two hundred members.

The membership of CSN–Construction is determined based on the most recent list of dues-paying members issued by the Commission de la construction du Québec (CCQ) for the previous year. For the sole purpose of representation and determining the number of CSN–Construction delegates on Conseil central bodies, members who regularly work within the Conseil central territory form a section of this union. For these purposes only, this section is considered a separate union.

How Long is the Letter of Credentials Valid For?

It can be modified at any time, but it is valid from September 1, 2022 to August 31, 2025, then from September 1, 2025 to August 31, 2028.

Important Notes:

• Be sure to indicate on the form whether the person named is an official or substitute delegate.
• The form must be signed by two members of the union’s executive committee.
